Marcus Bell spent a year with a civic technology organisation in Nairobi as part of the Diaspora Exchange programme, working on public-service delivery tools used by county governments.
His counterpart placement — a Kenyan engineer working with a municipal data team in Georgia — ran concurrently, a structure the programme requires of every partner.
